win XP Pro - can new win run programs made for older computers?

Curiously, does Win10 have the XP virtual machine like 7 did? I have a couple older programs that won't run any other way.

I've only started reading "Windows 10 for dummies" but page 14 in talking about whether to upgrade to Windows 10 says if you rely on that, stay with 7.
