Probably not, but just in case I will ask; is windshield washer fluid corrosive when used as wheel ballast IF the wheel is NOT filled to where the fluid covers ALL of the steel wheel? Right now, my wheels are filled to where the rim is just barely submerged in the ballast. But, I am considering reducing the ballast to about half of what I now have to avoid unnecessary soil compaction. But I do not want rusty rims.

I think not. I know of no deicers that are corrosive. Would be prohibitive in that they could/would attack the finish of the vehicle, could attack any metallic parts in the circuit, aka the flow switch and all. I'd find something else to worry about. The water however will make it's mark but on new factory painted parts, I wouldn't be all that concerned. If old iron wheels could stand up to CaCl solution over 40 years and not fall apart, you should be good to go.
