Is this unit supposed to have positive down pressure or just gravity? Once I set it on the ground it will not lift the tractor. If I curl the bucket I can get it to lift.

Yes, there should be down pressure with this loader. Make sure the engine is revved up a bit and push the handle forward, but not all the way. Full forward is the float position and will not provide any down pressure. Give it a try and you will get the hang of it.
I don't have enough down travel with the bucket level. If I want to lift the front end, I just point the bucket down and then push the loader down. I Push down fence posts in soft ground all the time.
Are you happy with the lifting force? I have never been satisfied with the weight capacity but do not know if the tractor or loader is the problem..
The curl function of the loader should lift the front wheels off the ground...
Set up properly the bucket should rest just barely off of the ground with the loader in the full down position with the bucket curled all the way back...
You could have a pressure setting problem with your tractor...
I know that some have had this issue in the past...
I purchased a FEL for my NH 1720 last year and told my dealer that I wanted to make sure that the loader would pick up the front end of the tractor...
He told me no worries...
He was correct...
I can roll the bucket and pick up the front end of the tractor with no issues...
The size and capabilities of my STOL FC350 is similar to the Woods 1009...
I don not know if they set the pressure relief valve of the tractor from the factory settings or not...
