New Holland TC45D
I own a Woods RM990 finishing mower that I pull behind my New Holland TC45C -
I'm having issues with the mower leaving a line of slightly cut grass which is more knocked down than cut. The line is about where the front left wheel is on the tractor - my thought is that the rotation of the blades (counter clockwise) with the lay down of the wheel is causing this miscut.

Is anyone else having this issue or have a way to resolve it?

As with any rotary cutter the mower is only using half its cutting edge width at any time with the other edge always trailing.

If you are not mowing with the engine speed required for the P.T.O., to generate 540 RPM at the implement all is lost anyway.

Your blade suction is either not creating enough of a pressure gradient to pull the grass blades back up and tear them off to the desired hieght or you have a bent or loose mower blade.

If this mower has V-belts there is good chance you need new V belts as well.

you can purchase good quality Kevlar V belts at NAPA and other retailers.

If you mow in a spiral pattern this will reduce the amount unmown grass to zero as the entire area is overlapped and cut.

I would also slow down a bit or mow a bit more often and this is the trade off for you

Please forgive the dumb question. Are you sure that all of the blades are on right side up? The tab should be up.

Try traveling a little slower so that the blades make more passes over the grass. It will also give the grass another second to stand up after the tires drive over it.

Under the deck are shrouds in front of the blades. Check if they are all present and not bent or twisted, or any welds broken. If the mower is leaving a narrow strip uncut there's something laying the grass down and holding there as the blade passes over it. If the rest of the width gives a good cut, then your blades are fine, so's the belt (one long double-row belt on this machine).
