I am installing new piston rings and there is 1 ring that is polished or chromed, does it go on top or next to the oil control ring?

Generally - and as far as my experience- the chrome ring is usually the top ring with the iron ones in 2nd and 3rd position...

If there is a dot on the ring- it goes in the (up) position.
