There is a forum for the Yanmars, but I'll try to answer your question here. On my machine (different model than yours) there was a small T handle under the seat. It was simply a piece of rod with a roll pin pushed through it. Turning the handle would adjust the speed of the raise and lower. Try searching for that handle and you might find it's only an adjustment.
