YM240D Slow Throttle Response

I have a YM240D that has slow throttle responce. This happens both when increasing or decreasing the throttle setting. I do not think it is the govenor as it does this both ways. But I did pull it apart and all the govenor parts are working and indexed correctly. No change after doing this. Could the injector pump be going bad? Any thoughts?

Maybe the injection pump fuel rack is not moving freely. #21 Yanmar Tractor Parts: INJECTOR_PUMP Have read of folks having to disassemble and clean.
