Have you not repaired the governor yet?
If the gov is working, then I don't think the throttle linkage will let you "over-rev" the engine. And you can work in any range of rpm that gets the job done. Just don't lug the engine down in a gear that exceeds your engine power. Like driving a truck - always was told if you can't accelerate in a gear, you are in one that is too high, and should shift down. I would seldom run my TO-30 wide open, unless I was in road gear and doing road running.
