It is usually not the engineer that determines the finial parts but the bean counters and acquisitions departments who sign off on the "suitable sub".
This happens everywhere from cars to shovels ...trust me I know all about this and it gripes my A55 every time!
that's why I made the uh.. 'favorable' mention about the bean counter too. bean counter should have to have an engineering degree in the field they are working in BEFORE they get to be a bean counter..
