That hitch already allows for a little articulation unless you hare hooking it up with it already bottomed out of movement one way or another.Here is my King Kutter bushhog

Not sure how uneven your ground is....but setup right, that clevis should allow the tailwheel to free float up and down a good foot each way.
Here is my Woods finsh mower.
I have the same issues with this!
It does have the added chains, so I presume I'm not hooking up correctly, also!
Pulling it out of storage, so I stuck a stick across to hold the chain keepers.

HArd to see whats going on there.
The chains go back to the tractor and just keep the front of the deck from suspended at the exact same height all the time....just shove the lever down and go.
But it also looks to have a swinging clevis as well....but bad angle.
