I don't know about that, you almost need a degree in computer science to operate a lot of modern technology.
As far as operating manuals, assembly instructions, etc. go I don't think they're any worse today than they were 50 years ago. The example from the OP is strictly a translation issue between 2 languages that are night and day as far as sentence structuring, etc. Certainly funny to read, but no worse than an American tourist in a foreign country trying to communicate using an English-to-(insert language here)-book.
