Its more of a problem for business as business license required but the regs apply to all in city limits except on state, fed or postal property.Why can't you? I would. And they day they came to my property to say otherwise, lets just say, you'd see it on the news and it won't be good.
As for the solid fuel ban there are bill boards listing a confidential phone number where callers can anonymously report chimney smoke...
Note... does not apply to marijuana smoke in public.
