I have one of the Leinbach pine straw rakes mentioned above. I have used it to pile up pine straw (pine needles--here we call them pine straw) and it works well. It also works well to clean up other light debris like leaves, but not as well as with the pine straw. I bought mine probably 25 years ago. I think that the Leinbach company is out of business. I bought this one several years ago from EA. It does the next best thing to raking by hand for pine needles and debris from downed tree work. 006.JPG006.JPG008.JPG007.JPG

I have the pine straw, and landscape rake. Some of the materials you described may be a bit large for the former. I think you might be happy with a landscape rake with gauge wheels. However, if you can afford both, :). They are really two different tools.
