He is a good friend and very good with the tractor. I don't have any doubt about trusting him. If he breaks it, he will fix it. No problem there. Probably bring the hours up to 100-150 a year tops. It sits mostly on a grain auger when he is using it.
if your quote is truley the situation then i think i would let him use it. just sitting there will probably do more harm then running it, i believe. i put over 300 hours a year on some of my equipment and they still treat me well with very few problems over the years. just make a deal that he will keep it clean/maintained and such. i have a b7800 with over 1100hrs on it and when it was back at dealers for a front axel seal replace, the dealer told me a couple actually walked over to it and wanted to know more about that model as they were looking for a "new" tractor. dealer laughed and said this one is in for maintenance and has over 1000 hours on it. so you can run them and still keep them looking new. if you ever do run into a problem with your neighbor, then you will "know" the answer to your question and will have no second thoughts taking the tractor home with you, but i sence that if you took it home with you now, you would always wonder if it was the right thing to have done,
