Do you have a locking fuel cap?
I had a LOT of issues with water when I first got my tractor. Eventually traced to a cheap locking fuel cap; replaced with a better one (from dealer) and all such problems vanished. Filters have water drains; just keep draining for a while.
Oh! I now place a tin can over the top of my fuel cap. Tractor is stored outside and we get, on average, about 70" of precip here a year.
