A car on a trailer is just a piece of cargo. The insurance is covered by the towing vehicle. No different than carrying a big pile of rock. The rock doesn't need to be insured but if it falls off and hits a car you're liable and the insurannce on the tow vehicle is on the hook. (as well as you for an insecure load).
