Tractors are in the same category as automobiles, light trucks and vans.

don't forget, you aren't just holding back the actual weight of the tractor, if a bad situation is about to happen the tractor could experience other forces......centrifigual, say the trailer tipped at 70mph and the tractor catches a telephone pole and trys to pull if from the trailer.....

i'm no engineer but my rule of thumb is if the "experts" say use this, then i go to the next step.......just me, though

Not quite sure what you see in the red box, but I bolded the word that caught my eye.

Besides, section 10 is above and beyond our requirement level. Still say we fall into section 9.

Which brings me right back to my question, what is required according to this PDF ? (assuming this PDF is gospel ?) 2 chains ?, 4 chains ?

general cargo securement requirements (Section 2)
But we are trumped by section 9 (Automobiles, Light Trucks, and Vans) and in that section is the quote (as I posted earlier) "Use at least two tiedowns at both the front and rear of the cargo to prevent movement."

Which means to me 4 tiedowns.
