bush hogs with the tire on the pto shaft?

OK for the sake of sounding stupid what are those tires on the pto shaft on the big bush hogs like you see DOT using? Part of a slip clutch? Cant firure it out i have looked at one on a stopped tractor on the road shoulder and it appeared that the tire drove a plate the blades were attached to and then the plate could slip if a hard object was struck, kind of like a slip clutch, remotely correct?

It is for the flywheel effect, might even be filled with concrete.

Didn't know they still made them they were made at one time by FMC is there someone else making them now?

A farmer I worked for when I got out of high school had one of these. I forgot what size it was. Worked good on dry cutting but slipped bad when cutting stuff that had a lot of moisture. The problem was with the plate under the deck getting shined up from heavy use and then moisture would collect on it and then tire would slip on plate. If memory serves me right, it was very important to keep a good tire on it with enough pressure to keep it engaged and not slipping or you could burn a tire up real quick.

Here's a picture of one, albeit not a very good picture. If you look almost at the top of the blue shroud covering the tire, you can just see part if it on the lefthand side (tractor side) of the shroud.
