My brother was in an accident this morning with a car while he was driving his RTV to work. He is fine and the other guy is fine just two damaged vehichles and I would like some opinions and **advice** on what he should do.

The part that I need **advice on** is that they sited my brother. The other driver claimed my brother signaled too late.

The other driver is an inexperienced high-school student.
He has the kubota insurance, which only covers the RTV after the $500 deductible and his grange ins only covers offroad mishaps, NOT onroad. He has not contacted grange yet as they weren't open yet.
The OP said his brother had/has insurance.
On a couple of positive notes
1. The officer never said anything about the rtv not being road leagal and didn't say anything about him not having a license.
Since the officer never said anything about him driving the RTV on the highway. Then his brother wasn't breaking any laws by driving on the road.
But all of that doesnt matter. His insurance company is going to investigate the accident and will pay if they deem my brother @ fault, and they said they would pursue the other ins company if they deem that the other guy was at fault. So either way they are covering him.

Bad what?- Drivers?
95.5% of HS drivers are the worse drivers.-All they know is where the fuel pedal is.
The HS kid said his blinker was not on when he started to pass legally.
Inexperienced driver.
The HS kid will say anything.-The kid was probably driving mom or dads car, and would probably tell a lie to keep his parents from taking away his driving privileges.-But, he could have his D.L. taken away, and his parents insurance company will raise the rates now.
This is where the police officer should have investigated!!!
One driver said yes blinker was on the other said it was not. The officer did say it was on after the accident, that **proves nothing**{he could have flipped the switch during or even after finishing the turn}.

I think you need to reread the post, you're missing some points.
You said that statement because of I mentioned insurance.- I'm going by what the OP said about his brothers insurance- He said his brother had insurance.
