Well, I have to apologize. 
I got the tractor backed out of the garage and was just about to start taking the plastic off the front to look around in there. Then I thought, let me take a quick look at the snowmobile before I get started.
Of course, the snowmobile is wedged back in a corner with a bunch of junk "organized" around it so I gently moved some stuff around just enough to take the cover partially off.
Didn't find the exact place where the bolt came from but I did find quite a few similiar looking bolt heads and similiar sized washers. Come this fall when I get it out of storage I'll look closer. Looks highly likley the bolt did come from the snowmobile though.
