The Ford service manual for the 1310, 1510 and 1710 specifies to lubricate the threads before tightening.

Also make sure to lubricate where the head of the bolt contacts the the head or washer if it has washers. I have never seen an engine torque spec that said to torque dry..

We did a head on a ford shibaura 1900 some years ago and never bothered with new head bolts and she is still running!

The biggest threat the OP faces is if a bolt snaps while it's being torqued down. You cannot generally tell if a bolt is good or not by appearance unless you do metallurgical testing on it.

I would try to find new correct grade bolts at the local auto parts store. $150 seems high.
