I had the HD 4x8 trailer from Harbor freight. I pulled it behind my garden tractor all the time. It has a tilt bed. It is a pain to put together but a pretty good trailer for what you are looking for . You can get the base trailer for $300 or less.

i would think it would do just fine.....i used to pull a trailer in the 2000lb range with an 8hp wheelhorse tractor without issue, and routinely move a 19000 pound portable rock crusher with my L4400, and it does it just fine. granted, i'm not going 40mph, but it pulls it slowly around without breaking a sweat. i just keep it in 4x4 so that the brakes try to stop all 4 tires. i dont have a traction issue, nor a braking issue. whatever a small utility trailer might weigh, i wouldnt hesitate to pull it with anything considered a "compact utility tractor.
We move trailers upto 40,000# with a small tractor all the time around the boat yard. With my personal tractor which is a Jinma 254/284 I move 25,000# trailers at my house a few times a year for storage.
