More important than "how much can I tow" is "how much can I CONTROL IN AN EMERGENCY maneuver".
It also depends (IMO) on how far and how fast and how frequent you are going to tow. Going a few miles at slow speed on straight, flat roads a couple of times a year is different than towing 40-50 miles on a curvy, hilly country road at 50 mph.
"Properly equipped" also include a weight distributing hitch setup.
Generally RVs are lightweight construction. Even a big 5th wheel is likely under 6-7000#.
For reference purposes, a 7000# bumper hitch car hauler weighs around 2500#. For hauling 8500#, I have a 14,000 gvw gooseneck that weighs around 5000#. It tows very well....on a one ton dually!. No way would I haul an 8500# tractor with anything less unless I was only going a few miles and very slowly.
