I watched a news spot on FOX similar to this.

A guy that lives in New York full time and also has a house and boat in Florida was being taxed by New York for his Florida boat and home. They where eluding that it was a way to increase revenue, by taxing your assets wherever they are owned/bought.

I was not able to tell if it was New York state or City.

Ive actually applied to the state of Idaho to try and get my $1700 sales tax back for my tractor purchase. ive filed some papers, but who knows how it will play out.

Michigan has an agricultural exemption that covers tractors purchased for agricultural production. This also covers implements that are for "tillage". Other implements and accessories for the tractor are taxable.

The tractor that I purchased in November was tax exempt, but the new pallet forks I just ordered from the same dealer for the same tractor are taxable. It seems a little crazy to me, but it is better to play it safe than to gamble and maybe pay more later.

Check into this a little more.

I know for sure that if a CA resident purchases an auto in tax free OR, and the keeps and uses it in OR for 6 months, he can then bring it into CA tax free.

The big deal is you have to show use, gas receipts or something like that. A bill from a storage yard will not do.

Its all about nexus. The seller must collect sales taxes when it ships to a state where it has nexus. Basically a physical location in the state. If you are operating a business and buying out of state and not being charged sales tax then paying the use tax in your home state is probably a good idea. If it is a personal buy and you are in Texas, probably not. There is not state income tax in Texas, no place to report it at all.

There was a story about a CA resident that bought a new BMW European delivery... this was done through a US Dealer.

The couple drove their car in Europe and had it shipped to New Jersey where they picked it up and toured the country for 6 months before bringing the vehicle into CA...

For them, they met the requirement at the time for avoiding CA Sales tax.

There are many professionals that earn a good living just from knowing the ins and outs of the Tax Code.

The only thing that matters is how the rules apply for the State in question.

When I worked at the car Dealership in CA we would occasionally sell cars to Oregon residents... as long as the Dealer arranged transportation to the State line to the Oregon resident CA tax was not applicable.

Some Oregon residents are not required to pay tax on purchases made in WA for use in Oregon...

Tax Law is complicated and ever changing... ever wonder why many luxury yachts are wintered in foreign ports and brokered outside the US?

Just to clarify. I live in New York state. If I buy something in Pennsylvania, I pay the Pennsylvania sales tax ( I do it all the time.) For example clothes tools. Why would a tractor be any different? I am not trying to avoid paying sales tax. I am trying to avoid paying the extra 2.75% that NY charges. When I went to California a few years back, I paid California state sales tax for the stuff I bought. Since I am not registering the excavator, like you would for a car why would I not just pay the PA tax? To take it a step further, it would be well worth my while to physically go to a tax free state to buy a Tractor, and have it shipped. I will call my accountant today, and see what he says. He lives in PA, and I am pretty sure he charges me PA tax for his services.
