In our neck of the woods, the County Line tillers are made by Tarter Gate (Tarter vs King Kutter sourcing seems to be regional...). Very similar in construction & appearance to the KK II, but the torque tube is removable. I had some teething problems with the one I picked up - a grease fitting on the outboard hub needed replacing & the PTO (top) gear box had some water in it that necessitated some flushing to clear. Also, you have to go through a dealer if you need parts later, the factory does not talk to end users.
No problems with operation. The PTO shaft is a EuroCarden (sp?) with a slip clutch & did not need to be shortened to work on my 3038E. It runs very smooth & quiet, and does a good job of tilling.
