I'm going to be hauling a round baler from Tennessee to Illinois. The baler is 9'6". Will I have any problems gettting stopped with the over width. If I have to, I can remove the wheels and tires and stay within the 8'6" width.

Going through ky. & ill. there is a good chance you will get stopped.
You might save yourself some aggravation & money by removing them to start with.

The permit in Il is only $21 for a single move. That being said I would move it with out permit as its ag equipment. but that is just me. Put flags on it chain it down safely put the wide load sign on it and turn the strobes on.

When you plan trips like this, most people plan it for them, but think about other idiots on the road that dont give a **** about you or anyone one else on the road, and if anything happens and its you fought for either to wide or no permit or flags and ETC, Dont forget a about money hunger Lawyers. Not try to make you upset, just trying to help, good luck.

I have done it both ways and never had any problems either way. Safest bet is to get it under 8'6" or get the permit.

I'd pull the wheels and tires if that is all that it takes to get within 102", especially with Summer road construction you could end up in some real tight lanes with a big rig beside you.

I made the trip down to Tennessee. We loaded the baler on the trailer and we had about 3 inches on one side and 4 inches on the other side hanging over the edge of the 102 inch trailer. The farmer in Tenn said that the police never bother the farmers hauling their over width equipment. We chained her down and took off. Had several State, County and local police go past and none even took a second look. Glad to get it home.
