Make sure the seal is good on the filter and I presume you filled the filter with fuel before fitting.

Cant help other than that sorry:D

Seal is good (oring seated properly) and sed bowl full of fuel - tried taking bowl and filter off and slowly opening valve - no fuel comes out. Shouldn't it be coming out at high pressure?

The strainer at the bottom of the fuel tank may be clogged OR the vent on the fuel cap may be clogged with something if you are not getting fuel flow from the tank to the filter. The fuel won't come out of the tank at high pressure unless you have a pump in the fuel tank and I would guess you don't;it's most likely a gravity flow system from the tank ,through the filter(s), to the injector pump.

With the cap off the tank, pull the fuel line from the tank at the filter, if you don't get a decent flow try blowing air back up the line.

If that improves things you defiantly have trash in the tank blocking the strainer, pull tank and flush.

A old trick is use a air line with a blower and a rag, Really need 2 people, with bleeders open, blow air in the tank and use the rag to mostly seal it. You only need 5psi to speed
bleed the system.

If it dont there is a blockage somewhere, line, pump or filter that got water on it and swelled up.

them tank taps .. some of them have a fine screen setting atop them.. those plug up real good.. or disolve then a bb's worth of crud will plug the valve.

Found the problem, thanks to all who wrote!! There's a cylindrical valve body that turns with the on/off lever. This body was stuck, and turning the lever was not turning the valve back on. Cleaned this out and got it working, but that valve body is still stuck (stuck open now, so the tractor's running).

Anyone know where I can get a replacement valve cylinder and o-rings? Need to replace both the valve o-ring and the filter element o-ring.

Thanks!!

Sounds like the tank valve between the tank and the filter is bad and it may also be integral with the fuel filter head. Try the dealer, NAPA, etc. You can also go to the NH site, type in the tractor model number and look at the fuel system parts drawing and parts list to find the correct part number and then look for it online, NAPA, etc .
