It isn't that they are "in conflict with each other." The hitch is rated for what it can hold, which is independent of what the truck it's attached to can tow.I agree with you the the hitch and the truck are in conflict with each other.
What dp is saying is GM has a common hitch, with a common label, that they use on many different trucks. You could put that same hitch on a Camaro but it obviously won't enable the Camaro to tow a large trailer!
The reason GM does this is they have less parts to worry about, both for manufacturing and parts supply to dealers. It is easier to stock one common hitch for a bunch of trucks than have several different hitches and worry about maintaining inventory of each one.
The factory hitch on my 05 Suburban K1500 says 6000# trailer 600 tongue. The truck itself is rated at 8200#. If I want to tow more than 6000# trailer with this truck I need to install a larger hitch. If I put your hitch on it I would then be limited to 8200# or wherever the rear axle maxes out on tongue weight (or maybe gross combined weight if that is lower.)
As you may also know the ball mount has its own rating, too. I have a 10K ball mount on this truck but that doesn't mean it should be used to tow 10K!
