is this attached to the alternator or is it a seperate part?

Is this something a parts house could check?

When the engine is reved up to about 1500 rpm I am getting 17.5. At idle it is 15.3. This is after letting the motor run for about 5 minutes.

Your voltage regulator should limit output voltage to 14.25 Volts MAX. Anything higher is too much, regardless of load/RPMS etc.
If your voltage regulator is external to your alternator then just replace it. If its part of the alternator then you should have a qualified alternator repair shop check out both the original AND the new one to verify what they are outputting on a test bench. It is possible both the old one and the new one are defective, but highly unlikely. You still need to have your battery checked too.
BTW, Don't run the tractor anymore until this issue is resolved- because of the battery being overcharged.

me thinks you need to take the voltage meter your using and go test a few other batteries (car, boat) and see what readings your getting. Ive had bad meters before. Do this first before throwing out the battery.

Does it show it as integral to the alternator or as a separate item?
You could test your multimeter to verify it is functioning properly, but I doubt it is faulty. Usual self test is to test for ohms reading with the leads opening and closing the circuit on that scale. What made you change out the alternator in the first place?

The print is very small on the wiring diagram. I could not find the voltage regulator. So I ordered a alternator thinking the regulator was built in. I got the magnifying glass out today and found the regulator on the wiring diagram.
