The "fast dump" is an anti-cavitation circuit built into the valve spool. When you move the lever part way to right oil from the rod end free flows back to tank, and weight of the bucket load can pull the cylinder out faster than gear pump can fill the base end leaving an air pocket in the base of the cylinder. This is more noticeable when running at lower RPM. When you move the lever fully to the right this opens another circuit in the valve that sends the oil from the rod end back to the base end along with the gear pump supply, which keeps the cylinder purged and moves a little faster
