I didn't recognize the plate. The mystery is explained -- this is the brainchild of an A&M Aggie.

I once seen a guy driving in a S10 with the drivers side front wheel off and it was riding on a floor jack. It was secured with ratchet straps and his buddy was sitting on the hood steering the jack by the handle.
