Is the correct fluid level for the front drive housing just above the etched end of the dipstick? If the current fluid level is 1 inch above this mark should I drain or OK as is? Thanks!

Fill level is anywhere on the hashed portion of the dipstick. If yours is overfull, drain it to the proper level. Overfilling a non-vented axle such as yours will lead to pressure fluctuations greater than normal due to the decreased volume of air trapped in the housing and eventual seal failure. ideally, if the oil hasn't been changed in a while, you should drain a pint at a time from the final drive housings as this is typically where the dirtiest oil is found.
