The tractor is not here but at my farm some miles away. I will try a few things mentioned and report back as soon as I can. Thanks for the suggestions to date.

An update. I do not now "think" it is the clutch. I put it in high gear, set the brake and it stalled. I do not think then the clutch is slipping.
I lifted the front end of the tractor and put it in 4wd. The front tires did not turn so I "believe" the mfwd assist is not working. I had it stuck in my bog just a week ago and I could swear the front wheels spun/worked then. The 4wd is operated with a mechanical lever inside the cab that moves a rod that goes down outside the cab. I am thinking it is all mechanically operated but is there any electrical solenoid or contact to make the 4wd actually engage? Any help here is appreciated. I have my manuals and will try to check there.
I need the 4wd because of my hills. I have a Kawasaki Mule 2510 UTV. On some hills in 2wd and the differential locked it will not go up the hills until I put it in 4wd. The tractor is similar, I usually had it in 4wd all the time except if on the road or just on flat surfaces.
Any thoughts are appreciated. Thanks

It sounds like your front wheel assist isn't engaging. It could be as simple as the roll pin being sheared which holds the lever on to the shaft where it goes into the transmission.

No doubt about it, no front drive--i.e., not actually in 4wd. Downhill toboggan ride is because rears are unweighted, so brakes have no effect. Your front-in-the-air experiment confirms ...but, I would be careful doing it; didn't the rears move the tractor forward?? To get braking in 2wd downhill, need lots of weight on rear and empty or no bucket in front. Hopefully the rears are filled. If you have an implement --like a mower--on the 3ph, then it has to be raised (raised) to actually weight the rear tires ...so, if your sleigh ride downhill is with a 3ph implement, try raising it before you throw out the anchor (bucket down). The real answer is "get it repaired" ...(and get a rebate for those 14 hrs.)

How many hours on the tractor.......... what did you do to it that it needed a new clutch........ I have 3,000 hours on my Hesston 90 100 and it works hard all year long........ Gear tractor and the clutch works just fine.

OP said the tires were about 50% tread so I think ~2Khrs.

I have a similar problem with a steep hill I mow. When I get to the top I close the the throttle all the way, don't touch the clutch or brakes and the engine slows the tractor nicely. This is a new machine with R4s. Why it dosen't slide on the tires I don't know. Oh, I'm still in 2wd.

The tractor has 1118 hours on it. I bought it used at 925 hours four years ago. How it was used before I do not know. What caused most of the problem is the throw out bearing fingers did not release and ground them off. The clutch itself was not too bad but once the tractor was separated a new clutch was added as that was not too expensive of a part.

Rear mower counterweight. Hill no more than about 22 degrees.
