Anyone know why it breaks to begin with...or if once repaired it tends to stay fixed?

It's an otherwise unlubricated area that's vulnerable to moisture and dirt. That eventually leads to rust, which has a tendency to let that clip pop out of its slot. Tractors that are used regularly don't rust up as fast. Those that sit for length periods tend to throw those clips more often.
