So this is an aid to help with cranking, do they use that instead of glow plugs in these chunese tractors? i beleive my tractor has the plugs as my switch has a place for it.
Mine has both.

You may have more than one problem. The SL3105 is a direct injection engine, and should start much easier than that - with or without compression release. I'd be curious to learn whether the compression release stopped working after someone performed a valve lash adjustment. Did you buy this tractor new? or used?Mine has no Glow Plugs. Without the compression release, it takes over 1000 amp of battery to spin engine fast enough to start w/o starting fluid. Engine turns over slow with 750amp battery. Originally, tractor had 2 - 6 volt batteries in series to give amperage.
Yes, lever from operator seat works fine.
About 2 - 4 complete revolutions max for the DI engines. It's very unlikely that the fuel is siphoning back to the tank because the fuel level is always above the injection pump (flooded suction). How long should it take to crank one of these?
Depends on the temperature, but this time of year it should be running within 2 seconds. Again, new or used? And to your knowledge, has the valve cover ever been off for any reason? How long should it take to crank one of these?
