Trying to stay legal D.O.T.

I just heard a couple new twist on D.O.T. regulations. Not sure if they are correct or not.

1. D.O.T. # on vehicle must now include name of business

2. Fire extinguisher must be mounted in cab of tow vehicle.

3. Every item on trailer AND in truck bed must be secured at all times.This includes covered trailers.

4. First 18 months that you have your #,you are on probationary period and can expect to be stopped for extra safety checks.

I tried to verify the above rules, but could not get a definite answer.

I read conflicting statements. I understand that you may have a 5 year period to change D.O.T. sticker.
Does shutting tailgate equal securing load? Tons of stuff rides in tractor trailers that is only secured by a strap to control horizontal movement.
Was told by officer that fire control device could be mounted in toolbox in bed but have warned that it must be mounted in cab.
I am just trying to make sense of a couple of things that are unclear to me.
