That is $300 for the tiller (which is a good deal)

15 HP 2 cyl Diesel is a pretty small tractor. But it should be great for some tasks like tilling the garden.
Diesel engines can be pretty robust. If it was truly "running when parked", and has only been sitting for 2 years, it likely will run just fine. Of course, many little things like gauges and etc may be non functional, and the starter might need some coercion.
Add a couple of gallons of clean Diesel. A good battery, and fire it up. See what happens.
$1000, would likely be a good deal on this tractor. For $300, why didn't you post photos with it sitting on YOUR TRAILER?

Part of the equation might whether you are comfortable with holding a wrench, screwdriver, and if necessary a hammer.
If you've never worked on a Diesel before, you'll learn about injectors, glow plugs, and AIR very quickly.
A diesel is just like a gasoline engine, but without all the electronics. Ok, not quite, but don't let a $300 diesel engine scare you. It certainly would be a good tractor to practice on before investing $300,000 in your next tractor.

For $300 I'd grab that in a heartbeat!
I was inspecting his house for my job. He's about 3 hrs from my house and I was in the company car with no cash, so I didnt buy it and couldnt have a wrecker bring it home. The detailed story is 200.00 for the tractor and a 100.00 for the tiller, 1000.00 for the car not really worth that kinda money, pushing the edge, worth more like 800.00. I'm going to try and go back with my trailer and pick it up in a week or so if he still has it. Nobody has really addressed parts avalibility or common problems this tractor might have that were possibly common for that size and model.
