No, but it depends on who is paying for it.
How many payday borrowers have or will file bankruptcy? Who eats that cost? How many poor people receive tax-supported assistance? Who pays for that?
So the payday check cashing business makes a nice profit, but in the end we all paid in some way because of that. There should be reasonable laws that limit the interest rates to protect society from clueless people, and those willing to profit excessively from their ignorance.
It costs real money to be poor. Another example is people using Western Union to get a car payment in before their vehicle gets repo-ed. The fees for that are much higher than just wiring money to someone.
