And I typically don't carry check blanks with me.

The first time I encountered the issue was in St. Louis. I'm trying to remember which office it was in, but I assume they just did not trust their employees, or perhaps a risk of theft of daily transactions.I was wondering about that myself. How can anyone, government especially refuse legal tender?
