Hoot, give us a little more info. What width is your mower and how high is your grass. What rpm is the engine running and how many rpm does it bog down? What speed are you traveling and does any other job without the mower seem to be under-performing? The more info you give us about the situation and symptoms, the better our answers can be.
Air filters are clean and I am going to sharpen the blades. The RPM while cutting is around 550. It drops to 450 when it's loses power and the goes back up to 550. The tractor ran low on fuel today and I added fuel and it did okay for awhile. I may change the fuel filter again to make sure. Any help would be appreciated.

If grass is thick,wet,and heavy, you might consider a lower gear,too. What are your mowing conditions?

Your numbers must be PTO rpm. That would put the engine at 2600-2800 rpm to start out and drop it down to about 2150 in the heavy stuff. That's working the engine, but if it stays above 2000 rpm, you are still in it's power curve. A blade sharpening might be just what you need.

Have you checked to make sure there is not something "foreign" in the fuel tank. You could have some debris in the tank that is getting "pulled" down to the outlet when the tractor is running and "floats" up when it is turned off.
