If yiu redo the culvert I would use at a bare minimum 15" (11" x17") but prefer 18" or equal (14" x 22" ERCP). A 12" pipe is simply too easily plugged by fairly small materials. Although I don't know for a fact, I hear RCP (reinforced concrete pipe) is nearly as cheap as ACCMP (asphalt coated corrugated metal pipe).

With the ledge problem he described he probably would want something with an open bottom. If it's just cross drainage instead of a regular stream than he may be OK.
