I would apply some lubricant on the inside of the PTO shaft, let it sit overnight, then attach one end to an immovable object and the other end to a come along attached to an immovable object. Apply light pressure slowly, heat may help. They might actually slip apart! If they do come apart then clean both parts (male and female) very well and grease liberally.
I had this same issue in the past and I am still using the PTO shaft today. Sometimes they just rust together a bit from sitting outside and you have to advise them nicely to seperate.
