I grew up in the 1950's. My parents loved to fish and, of course, I went along every weekend with them. Fishing was boring then, and still is to me. Electronics was not a competitive issue for me until I got in my teens and started building radios on my own.
I tagged along with dad when he went rabbit hunting. I had my slingshot ;-) I've done a bit of hunting since we bought this farm a dozen years ago, I got four deer over a few years. But no excitement or adrenaline rush for me. I don't bother any more, I would rather watch the deer than hunt them. I would probably hunt deer if we liked to eat venison, but we don't.
Regulations and licensee fees are not an issue for me, I don't need them. We have a waterfront campsite with a dock and the fishing should be good. I haven't wetted a line.
I do agree that license fees are too high and that might be an issue if I needed one.
Yes, I enjoy the outdoors but I don't have to catch fish or hunt to enjoy it. I suspect that is a lot of the issue, kids today aren't interested in taking game.
