That pile of RR ties is great except when a round goes over it or around it or finds that one crack that goes all the way through it. Unless the horizontal stacking is offset each row that is the place Mr. Murphy is setting.
Shooting ranges on flat ground are tailor made for ole Mr. Murphy. Someday some body will shoot over or around what you build. Many tears ago when criteria was a lot looser than today, the military learned several expensive lessons. I remember one (I was there) where we were shooting out over the ocean; two kids were in a small row boat that you could not see in the light chop. Well Mr. Murphy was on board that day during 30 cal machine gun practice; both boys killed and their boat sunk. Today you could live your whole lifetime on what it cost the military to build a Murphy proof range. There are very few commercial ranges other than concrete enclosed tunnels in operation anymore. They cannot get liability insurance at any price for an outdoor range. The county where I live does not allow shooting of any kind on less than 5 AC. I have 21 so am OK. We have a 100' high hill on the property as a backstop. Nobody shoots here w/o my presence and military Range Officer rules enforced by me. One mistake and they are done forever. No fast draw or tactical shooting either.
I am not trying to be a crepe hanger but we need to approach these things with our eyes wide open.
