Regen is when the valve rod side work port is blocked and the rod side fluid is mixed with the pump flow into the base end and that causes the fast dump.

Many millions of loads have been dumped with out regen. It isn't necessary, but helpful at times.

It seems you have your solution. But for what it is worth, we had a similar situation with a Kubota B7800 would only turn the hydraulic motor on a post hole digger one way. We had the motor on the bucket curl hydraulic circuit. The dealer told me to push the curl function valve past the normal detent (which took an intentional pressure ) to get the motor to spin (both ways). It did! Maybe useful, Dave Howell
