Satoh Elk S550G engine surging?

Satoh Elk S550G with Johnson Loader, John Deere GX345 w/ 54" mower deck
Satoh Elk S550G with Mazda PB100 gas engine


Tractor was running fine one day. The next day while plowing snow the engine began surging bad. It idles fine but the more throttle you give it the more the engine revs/surges up and down.
At idle you can use the FEL with no problems but when you give it a little more throttle it begins surging like this.

Have checked the oil in the governor and there is no play in the pulley. It's getting plenty of gas and has a new fuel filter. There is no change if you spray a little ether in the carb.

I'm not sure if this could be something to do with the carb or if it may be something with the governor.

Anyone have any ideas or suggestions as to whats causing this?

I have no problem pulling the carb and rebuilding it but I'm at a total loss if it has anything to do with the governor as I've never mess with one like this before.

I have read several threads concerning the small and easily clogged jets in the Satoh's Nikki carbs. Seems surging and having to run them with partial choke is common. Good news is that a full tank of Sea Foam treated gas or good carb cleaning w/ attention to the jets is the general solution. As Oliver stated, the Satoh/Mitsubishi forum here on TBN is a good place to post Satoh specific problems.

Lots of good Satoh information at Valley Power . Good Stromberg and Nikki carb breakdowns too.

The jets which seem to cause the most problems on these carbs are the ones that meter air not fuel. They can be seen when you look down the throat of the carb and will be up high on the carb body.
Before jumping in to a complete carb cleaning, I try cleaning the air bleed jets with a little carb cleaner. Sometimes you get lucky and this fixes or at least improves the problem. If there is a crankcase vent hose connected to the air cleaner, it can provide an oily film which makes it easier for dirt to clog the air jets.
