Satoh Elk S550G engine surging?

Satoh Elk S550G with Mazda PB100 gas engine

Tractor was running fine one day. The next day while plowing snow the engine began surging bad. It idles fine but the more throttle you give it the more the engine revs/surges up and down.
At idle you can use the FEL with no problems but when you give it a little more throttle it begins surging like this.

Have checked the oil in the governor and there is no play in the pulley. It's getting plenty of gas and has a new fuel filter. There is no change if you spray a little ether in the carb.

I'm not sure if this could be something to do with the carb or if it may be something with the governor.

Anyone have any ideas or suggestions as to whats causing this?

I have no problem pulling the carb and rebuilding it but I'm at a total loss if it has anything to do with the governor as I've never mess with one like this before.

Can you watch the throttle and see it moving from the governor? Is the carb tight to the manifold? May be leaking vacumme once it starts vibrating from rpm. Is the screen clean on the fuel inlet to the carb? I always use the KISS principle first.
