Wasn't Hoover Dam a continuous pour? I read that they poured sections looking like stepping stones, or a three-dimensional checkerboard, but they were pouring around the clock I thought.
They poured it a section at a time. Waited for it to cure, then built another form on top of that, poured, waited, etc... They were working on many sections at a time.

California has earthquake design standards and a commercial building will have to actually be engineered, so my guess is that this building will be standing after an earthquake that will destroy a lot of older 2 story buildings.

The thing that I don't like about tall buildings is there is no (good) quick or sure way out. What if the building is still standing but on fire? That's a real problem even without an earthquake. Or if some or all of the elevators are damaged by a quake? Or there is partial damage trapping a group of people or several floors? You have some chance in a two-story structure to get out, and are much easier to rescue if trapped.

Studies here in California have shown that high rise buildings suffer far less damage than mid rise (up to 10 stories). The periodic frequency of the high rise is longer than the seismic waves. Short buildings can synchronize with the seismic frequency resulting in significantly higher movement.
