OK long and short, the outlets in my apartment are stabbed and not pigtailed. Some outlets read at 80 volts, then when a load is put onto them they drop to 30 volts or less. Some of them pop out their resets on their own with nothing at all plugged into them.

Bought a IPHONE 4/ 4s a month ago. It will not turn on, before that it was having odd charging issues. I have never used it near water. The water indicator seen through the headphone jack is red?? What would cause this to turn on besides water? Please help they told me they wont warrenty the phone because they phones water indicator is on red. There are two indicators on my phone, one through the headphone jack and one on the charging port. my charging port one is not on

If your outlets are truly reading 80V and drop to 30V you are having a brownout condition. Sounds like your electric company has a problem. Outlet voltage should read between 110-120V the voltages you have can damage the electrical devices in your house / apartment. It's also possible it may be your apartment wiring. Maybe a call to the landlord is in order if other apartments have a similar problem and he could call the power company.

If your outlets are truly reading 80V and drop to 30V you are having a brownout condition. Sounds like your electric company has a problem. Outlet voltage should read between 110-120V the voltages you have can damage the electrical devices in your house / apartment. It's also possible it may be your apartment wiring. Maybe a call to the landlord is in order if other apartments have a similar problem and he could call the power company.

I have tapped off the outlets with lower voltage and only use the ones that range 100 to 120 vac. Unfortunely I told management about this and they did not want to fix the issue which really made me angry. its a fire issue and lots of other issues combined. I may be fixing all the outlets on my own

If it won't charge, in all seriousness, check the jack on the phone where the charger plugs in for obstruction/pocket lint. You'll have to look in there with a magnifying glass, and use something plastic to clean it out with to avoid damaging the connectors. Take a butter tub lid and cut a thin strip out of plastic out of it and use that for a pick. You'd be surprised at how little it takes to stop the phone from charging. Worth a try. I've had to do it several times on mine.

As for your water issue.... do you sweat a lot? Seriously. Or work in snow?

My I phone wasn't charging either, I also had dust in the charging port. Cleaned it out and I was good to go.

Little warning here. DO NOT work on electric in a rental without written permission of land lord. You could be on hook for serious liability issues.
If I were you I would move. Electrical issues are something I take seriously as a land lord, if they do not it is just a bad situation to stay in.

Its now dark outside. I turned off the lights in the house, I took my streamlight pen and found GREEN corrosion!!!?? how on earth did that happen in 30 days of easy use? Well I cleaned it out with a piece of plastic and plugged it in. I have several hours of experience and training on trailer and truck electrical. I know a lot about corrosion but it takes time to work and start. It will spread entirely through a wire like cancer but that takes time. Im more than shocked mine corroded out in less than a month? How? It takes salt or sea water to accelerate corrosion. these charging ports must be made of inferior materals to break down so fast!!

as for the moisture it may have happened from snow or washing my hands and touching my phone. Jeeze

If it was mine I would shoot a little WD40 in there upside down to let it run out, but leave a little film on the contacts.. Then run the plug in and out a bunch of times (unpowered) shoot a bit more in and let it run out and Recheck it in a week to see how it is working. The idea is to the the "mung" out and try to leave a bit of film on the metal to help prevent more corrosion forming.
