most need 110v as a start up then once they have 110 they can take the DC from the panels and convert it to AC
without the 110 you still can't get anything from your panels with a power outage

There is at least one solar inverter on the market that has an outlet as Ladia described, that provides some power during an outage.
There are hybrid inverter units for grid-tied systems that incorporate one or two deep-cycle batteries. Those will provide the power your panels produce during an outage.
Member TnAndy has his own home-brew switchable system that allows him to use banks of panels on or off grid. He gets the best of both worlds; grid-tied and off-grid while making good use of his panels.
